Assuming you are using PL/SQL Developer (a 32bit application) from Allround Automations on a 64 bit, O/S like WIndows 7 you will need to install a Oracle client 32bit (I've used 10g and 11g) and set the Oracle home in the software preferences to point it to this client's home location to make it work.

Forms 6i doesn't use a 10g client.
Check if Allround Automation and Forms 6i are using the same Oracle Client Home or two different Oracle Client Homes.
I presume, then, that Allround Automation is using the 10g client.
